Big Cat Public Safety Act (BCPSA) registration
On June 12, 2023, the US Fish and Wildlife Service published its interim and proposed final regulations for implementing the BCPSA in the Federal Register. As interim regulations, they are effective immediately, albeit temporarily. The USFWS is accepting public comments on the regulations until August 11, 2023. ZAA will be submitting public comments and interested members are encouraged to do the same. For information on how to submit comments electronically or otherwise, go here.

Other Currently Open Regulatory Matters
Proposed rule to amend regulatory authorizations for migratory bird and eagle possession by the general public, educators, and government agencies The proposed rule would make changes to the existing permit exceptions in 50 CFR 21.12 (exhibition, disease monitoring, licensed veterinarians, birds in buildings, and law enforcement). It would also propose new authorizations for salvage, exhibition of specimens, and activities conducted by natural resource agency employees. There is a 60-day public comment period so comments are due July 31, 2023. ZAA will be submitting public comments. This proposed rule was issued in conjunction with the Advance Notice of Proposed Rulemaking for the Exhibition of Migratory Birds and Eagles listed below. Comments on that Advance Notice were due July 3, 2023.
